I know it is not the first help from Japan,I remember a projet called ODA,is it right?also,I assuring there are some other conduct I don't know.China won't forget.
But I'm not sure why it is very scarce on media before,maybe the media between Japan and China should establish a mutual trust.It seems they all like doing bad publicity before.. :(
