Your comments lead me to an obvious conclusion that one way to improve the situation is to raise the bar of new student admissions at schools in Japan. Tougher exam, tougher criteria. Needless to say, a fair and equal treatment should be assured for all ethnicities.
Some financially distressed schools in poor regions might oppose to such a measure, but this is not acceptable. It is not about protecting their businesses which are being hurt by the shrinking population. It is about maintaining academic standard. Having been educated in the U.S., I can tell you one thing - financially distressed schools have a good reason to have got into such a position, and they need to be let go. No bankruptcies, no competition.
Some might still argue for accepting subpar students for a variety of reasons - say, the need to secure labor force (and GDP) under the dismal population scenarios. My question is, are they ready to make a fundamental trade-off between the comfort of the homogeneous society, and economic benefits to businesses (and employees)? Are they ready to accept the consequences, the inconveniences, and the fundamentally contentious nature of a multi-ethnicic society? e.g., multi-languages, higher crime rate. If your answer is no, and you still lower the bar in admissions, then it is a way to a disaster.
The issue of foreign students admissions is only a revealing example of a much wider, and the biggest challenge facing the Japanese. They must debate it thoroughly and openly before, say, they let in foreign students en masse without exams.
FYI, it took America decades to achieve the multi-ethnic society as it stands now, where people believe in and respect the values of ethnic diversity and equal opportunities, but still we have tons of problems. Can Japanese start embracing these brand-new values overnight? I am skeptical.
But so far I haven't seen any single discussion on the issue in the "manifestos" (funny name...) of any electoral candidates for the upcoming elections. A big bummer!

日本、カナダ他の国なら、お金さえを仲介機構に払えば留学ができます。
留学は密入国より、安全で且つ効率なルートになりました。。。。。。
本当の留学生と偽留学生の選別ができなくなったのです。
