台湾外相がシンガポールに失礼な言葉を使用

【台北＝河崎真澄】かつては「反共」の立場から蜜月（みつげつ）関係にあった台湾とシンガポールの間で“すきま風”が強まってきた。「台湾独立の動きは中台戦争を招く」とのシンガポール高官の発言に、台湾の陳唐山外交部長（外相に相当）が「シンガポールは中国におべっかを使っている」とかみつき、同国を「鼻くそ」とまでこきおろす騒ぎとなった。
陳部長は会見で、「シンガポール政府を批判したわけではなくシンガポールとは友好関係にある」などと釈明したが、同国を「鼻くそ」などと形容した事実は否定しなかった。
一方、台湾行政院（内閣に相当）スポークスマンは、陳外相の発言は「たとえが不適切だった」とコメントし“困惑”を隠していない。
シンガポールが一九九〇年に中国と国交を樹立した後も、リー・クアンユー上級相（元首相）の訪台や、シンガポール軍の訓練に台湾が基地を提供してきたほか、九三年には中台「民間」トップ会談がシンガポールで行われるなど、中台関係でシンガポールは特別な役割を果たしてきた。
しかし、リー・クアンユー氏の長男、リー・シェンロン・シンガポール首相が、副首相からの昇格を控えた今年七月に台湾を訪問し、陳水扁総統などと非公式会談したことに中国が猛反発。シンガポール大使召還を示唆するなど、リー・クアンユー時代にはみせなかった揺さ振りをかけ始めていた。台湾ではシンガポールがそうした「圧力」に耐えかね、外相の国連発言などが飛び出したとして、「中国に媚（こ）びて台湾を罵（ののし）るシンガポール」（自由時報）など厳しい論調が広がった。
二期目に入った陳政権に中国側の圧力が強まる中だけに、台湾側では東南アジアの拠点だったシンガポールへの対応を見直す動きもあり得る。
Taiwan FM says no plan to apologize to Singapore for 'booger' comment
Taiwan Foreign Minister Chen Tan-sun has said he has no plan to apologize to Singapore for derisively calling the small city-state "a country the size of a booger".
Chen quickly replied "no" to reporters asking if he plans to extend an apology for his language.
Asked Wednesday whether ties would be damaged, he replied: "It has been taken care of."
Chen sparked an outcry Monday with his description. He was responding to a speech by Singapore Foreign Minister George Yeo at the UN General Assembly, cautioning Taiwan that an independence drive would lead to war with China.
"Even a country the size of a booger brazenly criticized Taiwan and former president Lee Teng-hui in the United Nations," Chen said in the Taiwanese dialect.
"It was nothing but an effort to embrace China's 'balls', forgive me using such a word... What he said was to try to please China."
Taiwanese legislators criticised the remarks and Singapore called Chen's language intemperate.
"Many other countries also believe that Taiwan is pursuing a dangerous course towards independence," a Singapore statement said.
"Resort to intemperate language cannot assuage these concerns."
Taiwan's foreign ministry spokesman Michel Lu said Chen regretted that his comment had caused "uncomfortable feelings among some people".
"It's not an apology, since Singapore didn't protest or condemn it (Chen's comment). The minister has expressed his regrets," Lu said.
"Singapore understood the situation under which the comment was made after good communication between the two sides," he added.
Beijing views Taiwan as part of its territory awaiting reunification -- by force if necessary -- despite their split in 1949 after a civil war.
