やはり映画の撮影シーンだった。


元々の写真の出所とされるTCHRD（チベット人権民主センター、亡命チベット人のNGO。ここの2003年の報告書の裏表紙に問題の写真が掲載されていた）にメールで問い合わせてみたところ、
「あれは映画の撮影シーン。
　 僧侶が協力を拒んだので、彼らが袈裟を着て撮影した」
と明快な返事が来た。
現在、件のサイトにも、その旨が加筆されている。

This photo was apparently made when soldiers were ordered to put on

robes to play as actors in a movie.
