Defense officials have suggested that selling F-22As to Japan would lower unit costs and allow the U.S. Air Force to buy more planes. The Air Force wanted 750 F-22As but was forced to slash the number because of budget constraints. Also, selling F-22As to Japan would put them in the hands of a trusted ally and close to potential adversaries North Korea and China.

"Japan is one of a very few countries that we would trust with Raptor technology," said Loren Thompson of the Lexington Institute, a conservative-leaning think tank. "They also have the money to buy the planes and a military requirement for them. After Japan, the list gets pretty short. There aren't many countries that have the trustworthiness, resources and need for this kind of aircraft."
