レバノン危機 停戦外交の輪を広げよ

>>双方が戦闘を停止することを条件に、国際部隊を南部レバノンに展開してヒズボラのロケット砲撃などを止めることが決議の狙いだった。ところが、侵攻したイスラエル軍の撤退が盛り込まれていないことにレバノン政府やアラブ諸国が反発し、再協議することになった。
>>アラブとイスラエルの歴史的な対立が複雑に絡み合っていることを念頭に置いた上で、停戦と地域の安定を段階的に築いていかなければならない。

レバノン停戦 束の間に終わらせるな

>しかし、油断は禁物である。決議は停戦を監視するために、すでに活動している国連レバノン暫定駐留軍（ＵＮＩＦＩＬ）を大幅に増強することをうたったが、数週間はかかりそうだ。一方でレバノン政府は、自国の軍を南部に展開する方針を打ち出している。こうした陣立てで、決議に盛り込まれたヒズボラの武装解除を実現できるかどうか。
>しかも、決議はイスラエルの越境作戦について、すべての停止ではなく、「攻撃的作戦」だけを控えるよう求めている。イスラエルに同情的なブッシュ米政権が、安保理で強く主張したためだ。
