Money and instructions to Islamic Jihad - its hierarchy only partially remains after three years of fighting in the territories - still flows from the outside (Syria) to the inside (the West Bank). The organization's head, Dr. Ramadan Shalah, operates from Damascus. The local leadership in the territories, especially in Gaza, is not particularly strong (demonstrated by the fact that Israel has not targeted Islamic Jihad leaders in the Gaza Strip as it has those of Hamas).

Thabet Mardawi, an Islamic Jihad leader from Jenin arrested during Operation Defensive Shield at the end of March 2002, said that he often spoke with "the doctor" in Damascus before attacks and during the battles in Jenin. This kind of activity cannot proceed without a nod from the Syrians.

Syria has long ago stopped dealing with Israel at this level, but instead through the terrorist organizations that it fields, like Islamic Jihad and Hezbollah.

In fact, Shalah and his colleagues continue to live in the Syrian capital, although Arabic television stations write the word "Beirut" on the screen during phone interviews from Damascus.
