Yes, I was a cargo ship's navigator and I know what semanship is all about. Since I came across a number of taifu, cyclone, missile attack, etc., I could witness a lot of casualties caused by both natural disasters and human-intentional
incidents. However what you mean by seamanship in this topic seems to be used by political purpose rather than countermeasure against such casualties. When somebody is over board or another ship nearby is in trouble by fire or capsize, we should give hands to help them out. That is based on code of conduct internationally. However if you broadcast how much you helped for troubled ship/s or if you increase the intensity of assistance by merely competition among the other ships which gathered to give helping hands for some other reasons such as intention to claim the ownership of the property, then it is far from the original meaning of seamanship and it is corruption of pure seamanship if you know what I mean.
