A fact-finding team discovered archives which showed that Korean laborers were forced to engage in the construction of underground military facilities of the Japanese Imperial Army in Yokosuka, Japan.
According to the Investigation Team on the Truth about Forced Korean Laborers in Japan (KRC), the team found some archives of Japan’s wartime Ministry of Interior, presently in the possession of the National Archives of Japan, which showed that there were numbers of Koreans in a unit of Japan’s Naval Forces to construct military facilities, stationed in the Oihama area of Yokosuka in Kanagawa Prefecture.
“It was the first time in Japan that archives showing that an underground facility was constructed by forced Korean laborers who were forcibly taken to Japan,” Hong Sang Jin, Secretary-General of the KRC, said.
The archives showed that the Japanese authorities repatriated a total of 469 Koreans to the mainland of Korea from the Port of Niigata, immediately after the end of the Pacific War. Repatriated Koreans belonged to Unit No. 113 of the Department of Military Installation of Japan’s Naval Forces in Yokosuka. The unit was in charge of the construction of underground military factories in the last years of the Pacific War.
The fact-finding team also discovered a written testimony of a Japanese military officer which said that forced Korean laborers were engaged in the construction of underground shelters. The investigation team said that it could confirm for the first time the existence of archives which showed facts of forced labors for the construction of underground facilities.
In addition to the discovery of the archives, the investigation team met Japanese and Koreans concerned and obtained their testimonies.
Their testimonies revealed that people had been conscripted in Korea, China and Taiwan to be forced to engage in the construction of military facilities by the Japanese authorities. Archives concerning forced Korean laborers have not been made public so far.
The investigation team estimates that tens of thousands of Korean laborers were forced to engage in the construction of underground facilities in the prefecture and hundreds of them were killed in the construction.
The investigation team plans to continue investigations to look for the truth about this incident.
“Forced conscription and forced labor are war crimes. The Japanese government is required to fulfill its responsibilities for the war crimes. I think that it is very important for the Japanese government to make clear the truth about Japan’s past history,” Hong Sang Jin said.
Government archives showing the actual conditions of forced labor were lost during period of post-war confusion. Even limited archives that remain have not been released so far by the Japanese authorities.
