joint statement 　 があればdocumentはいらない。声明書を訳したのだと思うが、一種、tautology、redundancyとなる。

* We shall neglect those listed hereinafter and avoid responding to their contributions.

-those who poke their noses into the debates among others and make no more than abuses in an apparent attempt to interrupt the discussions.

-those who never fail to repeat the contributions of the samke kind about the hitherto fully deliberated themes. Or those who who would not like to review the past contributions even if some people persuade them into doing so.

-those who intentionally ignore the purport and a way of discussion of the subjects now being taken up for deliberation. Or those who continually and purposely make contributions apparently aimed at degrading and debasing the Japanese.

-those who fail to come up with sources that underlie what they contend even if they are urged to do so, only claiming the propriety of their insistence.

* Purpose of the statement

-This statement zeroes in on only those who clearly disrupt the discussions done by those who are eager to go ahead with honest deliberations.

-This rule shall be applied regardless of nationality of contributors.

-This rule has no binding power on those who visit this bulletin, therefore, shall be appreciated arbitrarily by those who will stand for it.
