Koizumi Reform / Koizumi needs wise policies to realize reform
Yomiuri
"Koizumi lacks advisors he can absolutely trust, and the overall picture of the reform package has not been clarified -- for instance, he has yet to spell out the relationship he envisages between local and central governments.
This may have to do with the aides to which he has or does not have access. Take, for example, his planned visit to Yasukuni Shrine.
He has nobody advising him on the possible reactions of neighboring Asian countries -- or, for that matter, on his stance concerning the controversial history textbook issue. There is nobody there to suggest ways to amicably settle differences.
And on economic policy issues, Koizumi is almost solely advised by Heizo Takenaka, state minister in charge of economic, fiscal and information technology policy.
Koizumi's political style is simple and clear: He makes his points through repetition and he always needs an enemy.
Koizumi makes the Hashimoto faction out to be the villains, but what he will do when they are no longer his enemies? Revolutionaries with a strong sense of justice always need something to revolt against. They must always show that they are fighting the good fight to justify their claim to the moral high ground. That may be the best way for Koizumi to keep people united in support of his reforms".
For Koizumi to realize his reform, it is necessary to reestablish a decision-making system.
