UNITED NATIONS (AFP) - South Korean President Roh Moo-hyun called on the countries of Northeast Asia to put aside historic rivalries and build a stable and prosperous regional bloc like the European Union.

"Europe has moved beyond an order dictated by the logic of power and a system marred by animosity and strife," Roh said in a speech to world leaders gathered for the UN summit in New York.
"It is my hope that Northeast Asia will see the realisation of relations akin to those we see in Europe," Roh said. "This will open an entirely new chapter in the history of Northeast Asia, which in turn will contribute to global peace and prosperity.
His remarks, aimed at regional neighbours Japan, China and North Korea, carried a specific message for Tokyo at a time when bilateral ties are at a low over territorial disputes and Japan's history textbooks.
At the beginning of his speech, Roh noted that the formation of the United Nations six decades ago had coincided with South Korea being set free from "the shackles" of Japanese colonial rule.
Stressing the need for a world order divested of "imperialistic tendencies," Roh said some developed nations needed to be "more forthcoming in their introspection of the past."
Both South Korea and China reacted with outrage when Japan approved a new history textbook in April that Seoul and Beijing saw as glossing over Japanese wartime atrocities.
Amid ongoing six-party talks on North Korea's nuclear weapons program, Roh made no reference in his speech to the crisis on the Korean peninsula triggered by Pyongyang's expulsion of international monitors and announcement that it already had the bomb.
The talks -- which involve the two Koreas, China, Russia, the United States and Japan -- are aimed at persuading the Stalinist North to give up the program in exchange for security guarantees as well as energy and economic aid.
