Proposed Schedule amendment to permit the catching of minke whales from the Okhotsk Sea-West Pacific Stock by small-type whaling vessels1

Japan proposes an addition of the following sub-Paragraph (f) to Paragraph 10 of the Schedule of the ICRW (Adoption of this Schedule amendment will require amendment to Table 1).
10. (f) Notwithstanding the other provisions of paragraph 10, the taking of up to (***2) minke whales from the Okhotsk Sea-West Pacific stock of the North Pacific in the coastal waters east of Japan north of 35 N and west of 150 E (excluding Okhotsk Sea) shall be permitted for each of the years [2013, 2014, 2015, 2016, 2017, [and 2018]3] and the meat and products are to be used exclusively for local consumption.
1 Japan submits this document so as to reserve the right to request the Commission to make a decision on this matter just in case Japan does so decide; however, it is fully subject to the circumstances and discussions under the Future of the IWC process.
2 A catch quota is not specified in this proposal because of Japan’s willingness to negotiate a catch quota with other members of the IWC.
3 Subject to the consequences of discussions under agenda item “intersessional working group on biennial meeting and formation of a Bureau”.
