4月1日、ポール・ウオルフォヴィッツ米国防副長官は、シラキューズ大学での講演で、湾岸戦争以来の米国の軍事力を振り返るとともに、対テロ戦争においては「最善の防御は絶ゆまぬ攻撃である」と述べました。

"The best defense against terrorists is a persistent offense, as President Bush and Defense Secretary Donald H. Rumsfeld have often maintained. That's why American troops were deployed to Afghanistan to destroy the al Qaeda terrorist network there."
