said in January that his ministry would not issue a license for the development based on the 1993 tender which was won by a consortium of ExxonMobil, ChevronTexacohttp://www.chevrontexaco.com/ and the Russian state owned oil major Rosneft.http://www.rosneft.ru/english/ Later, in February, the Russian government expressed its interest in the consortium’s participation in the project, but demanded extra cash payments up to $1 billion for the right to develop it.

However, as Tillerson told Dow Jones Newswires, his company hadn’t received official notification that the license has been lost and that he is still in communication with the Russian government. “I remain hopeful that the government will follow through on its commitments that were made back at the time of the tender and will award us the licenses we’ve requested,” said ExxonMobil’s president.

The ExxonMobil-led consortium won the tender for the Sakhalin-3 oil field in 1993, but the license was never issued due to the lack of a legal framework for the production sharing agreements (PSAs). Since then the Russian government has passed laws which make PSAs economically unfeasible. During the U.S.-Russian energy summit in September 2003 ExxonMobil said it would pursue licensing terms under standard Russian legislation.

Tillerson also said that “we [ExxonMobil] are looking at a lot of possibilities within Russia. It’s a big country and there are a lot of potential opportunities.” He declined to elaborate, however. In the summer 2003 ExxonMobil and ChevronTexaco were reported to have entered into talks to buy as much as 40 percent in the Yukos oil company, but their interest cooled off after Mikhail Khodorkovsky,http://news.bbc.co.uk/1/hi/business/3213505.stm the company’s CEO and largest shareholder, was arrested on charges of fraud and tax evasion. The current interests of ExxonMobil in Russia remain unnamed.
