Diplomats at the International Atomic Energy Agency in Vienna said the agency
had begun to suspect that South Korea was conducting nuclear experiments more than
six years ago and said South Korean officials had worked hard to hide the experiments
from inspectors.

ウイーンのIAEAの外交官等は6年以上前から韓国が核の実験を行っている疑いを持ち、韓国
の政府高官らはIAEAの査察を避けるためにたいへんな努力をしてきたという。

The IAEA believes that South Korea's work on plutonium and uranium -- the key
ingredients for nuclear weapons -- seriously violated the treaty and that the
matter could be referred to the U.N. Security Council in November, diplomats said.

IAEAは韓国のウランとプルトニウムの実験はNPTに違反する深刻なものと信じていて、

One diplomat familiar with the IAEA's work said that despite South Korea's official
denials, uranium was secretly enriched in 2000 to nearly bomb-grade levels and
the other experiment was optimized to produce bomb-grade plutonium. On Friday,
South Korean officials again disputed that their experiments had reached anywhere
near bomb-grade levels.

IAEAに詳しいある外交官は韓国政府の高官らの否定にもかかわらず、2000年のウラン
濃縮は兵器グレードに近いものであったという。更に別の実験は兵器グレードのプル
トニウムを製造するものであったという。金曜日に韓国の高官は実験が兵器グレード
であったかについて疑わしいとした。

The IAEA has identified six violations by the South Koreans that could be reported
to the Security Council.

IAEAは韓国の実験で6個の規定違反を発見していて、これは安保理に付与され得るもの
である。
