アメリカの外交官に我々の友人や同盟国との強い関係を発展させるために必要とする手段を与えるための予算
and to promote our long-term economic, political and security interests.
我々の長期的な経済的、生維持的安全利益を推進するための予算

＊日本は 　 friendなんだろうか？ 　 ally同盟国なんだろうか？ 　 それとも、to be defeated enemy 　 打ち負かすべき敵？

＊I 　 hope America should choose Japan as a colleague or friend in East Asia for US, the country of democracy.
