S Korea's reform programme wins it developed country status

South Korea has been promoted to developed country status by FTSE Group, the global index provider, in a landmark move likely to prompt global investors to shift billions of extra dollars into the country's stocks.

FTSE will this morning announce that South Korea has joined the ranks of the US and Germany in the top tier of investor-friendly financial markets, capping a stunning turnround for a country that a decade ago was left crippled by the Asian financial crisis.

South Korea's elevation forms part of the provider's annual classification changes to its global equity index series, which are used by investors to construct weighted portfolios.

About $3,000bn follows the indices operated by FTSE which is jointly owned by the Financial Times Group and the London Stock Exchange. Analysts believe index-trackers could switch a further $25bn into South Korean equities over the next 12 months following the promotion.

South Korea had been on a watch list for promotion for the past three years and finally attained promotion after convincing FTSE that it had removed regulatory obstacles relating to settlement, off-exchange trading and foreign exchange.

Successive governments have invested to improve the country's financial infrastructure and strengthened regulatory supervision in an attempt to turn Seoul into a regional financial hub. However, some global investors remain wary of South Korea because of the way some chaebol [family-run conglomerates] treat minority shareholders.

Hugh Young, managing director of Aberdeen Asset Management Asia, a leading investor in the region, said: "The South Korean government has made dramatic improvements to the stock market. However, we still rate the corporate governance of some companies in Korea as towards the lower end of the spectrum."

FTSE will also announce that 24 red chip stocks - Chinese companies incorporated overseas and listed in Hong Kong - will be reclassified to China, which has lower secondary emerging status.

Argentina and Colombia have been placed on the watch list for possible demotion from secondary emerging to frontier status after mounting concerns over obstacles to cross-border fund flows.
