From the articles you provided I can see that a manned special cyber task force was established to stay resident in message boards and blogs "to sway public opinion", but there is no mention about an "unmanned automated response" team established in either of the articles. So your contention that devilsadvocate_2_1999 is an "automated response" is bogus, unfounded.

Thanks for the info about the task force though I believe all developed nations have such special unit established in their respective administrative sections.
