Ratification/Implementation status: Following the Queen's speech on 4 December 2000, the House of Lords undertook the first reading of the ICC bill for England, Wales and Northern Ireland on 15 December 2000. The bill completed its committee stage on 3 May and passed its final reporting stage and third reading on 10 May. The bill received royal assent on 11 May. Previously, the draft ratification bill was published on 25 August 2000, containing provisions regarding the requirements for the UK to comply with the Court's obligations. The consultation period ran until 12 October 2000, involving a number of NGOs, as well as professional associations and political parties.
The debate on the Scottish ICC bill was held on 9 June in the Scottish Parliament. The second reading of the draft bill is being considered in the Justice Committee. The bill is then expected to be discussed at a plenary of the Parliament. Sources estimate that the final reading will not take place until after the recess in September. Once both bills have been approved the UK will proceed to ratification.
Ratification/Implementation process: Before the Statute can be ratified, a bill has to be presented to Parliament containing all the necessary changes to domestic law that would be required prior to ratification. This involves coordination between the different Ministries (the Foreign Office, the Home Office and the Ministry of Defense in particular), examination of existing legislation, and drafting of the changes required. The legislative procedure includes debates in the House of Commons and the House of Lords, and finally Royal assent after approval by both Houses. The process can take six to nine months or more.
