Sources indicate that renunciation of the signature is one of the options being considered, as is a global "anti-ratification" campaign. The Bush administration announced the review in the course of explaining that it would not participate in the March session of the Prepcom. It gave as its reason for absence that previous efforts to satisfy US concerns in previous UN negotiations on the ICC had been futile.
