What is the best way for Pakistan to do?

Pakistan is a kind of economically poor country (no major industries and lots of their money goes to military). Now their decision seems important for USA as well as Islam countries. The problem is Pakistan is afraid of economical sanction from US or other countries if Pakistan says No to USA. If Pakistan says YES, probably they have problems with other Islam countries.
