Sanction or Retaliation

I feel terribly sorry about what happened to the victims. I say condolence to all the victims and all the families and acquaintances of the victims.
I can hardly imagine what it would be like if I or my family were there that day.
About the sanction should be added only to the group, an organization, and a terrorist which are responsible for this crime. However, I am afraid that the U.S. government will force unrestricted retaliation. I am worried about how large military action will be taken this time and I fear how many people who are not personally against to international society would be killed.
Indiscriminate sanction never solve this kind of problems, as world's history said. It is ovious that the unrestricted retaliation itself is another terrolism to those civilian who are not terrolists or not Extremists.
As for myself, if any member of my family were involved in some terrorism and die, I could hardly bear it. I might promise the revenge with heart-breaking grief and furious anger. But I still want someone to stop me, calm me down on such occasion.
Because I believe the unrestricted retaliation will make terrolist more excessive. I can't deny that there are possibilities that kinds of retaliation has made some people an extremely excessive terrolists.
I never affirm terrorism. If the President of the United States which is a superpower uses the word "justice" when telling the measure against a terrorist, it should be the justice for international society. We should think of certain method which cannot become the unrestricted sanction by one country. The standard of the clear and concrete punishment as international society to terrorism and establishment of cooperation organization are desired.
I don't know, can a "REAL INDEPENDENT NATION" exist in this world? I know most people can't live without petroleum resources nowadays as no one can live without air or ozone layer.
Although the problem between races is very difficult, I want believe that the time is finished which we judge someone guilty because he or she has the same nationality and a race with others who are really guilty.
At the last I do hope that more people will be found alive.
