検閲からブログ守れ、暗号化などの手引発行…民間団体

　 【パリ＝島崎雅夫】国際的なジャーナリスト民間団体「国境なき記者団」（本部パリ）が、表現・報道の自由を制限されている国のジャーナリストを主な対象にブログの開設方法や当局による検閲・逮捕を逃れるノウハウを伝授した手引書を発行した。

　 手引書はフランス政府の援助で実現。最新技術を活用することで抑圧体制を打倒し、民主主義を定着させることを狙っている。

　 手引書ではブログの開設方法をはじめ、匿名でブログを管理する方法や文書の暗号化などについて技術的に説明。また、ブログで抑圧体制に立ち向かう各国のジャーナリストの個人的体験談を紹介している。

　 現在、世界には約１億７０００万件のウェブサイトがあり、約５０００万人のブログ読者がいる。このため、ブログは表現・報道の自由を保証する有力な手段となり得る。ただ、同記者団は９月初旬、中国政府が米検索エンジン大手ヤフーの情報提供に基づき、中国人記者を逮捕、同記者が今年４月、禁固１０年の有罪判決を受けたとして批判した。ブログがテロリストや児童性愛者らに悪用される恐れもあり、ブログの管理体制強化が不可欠ともなっている。手引書は仏、英、中国、アラビア、ペルシャ語の５か国語で作成、同記者団のホームページ（ｗｗｗ．ｒｓｆ．ｏｒｇ）からダウンロードできる。

Handbook for bloggers and cyber-dissidents

Blogs get people excited. Or else they disturb and worry them. Some people distrust them. Others see them as the vanguard of a new information revolution. Because they allow and encourage ordinary people to speak up, they’re tremendous tools of freedom of expression.
Bloggers are often the only real journalists in countries where the mainstream media is censored or under pressure. Only they provide independent news, at the risk of displeasing the government and sometimes courting arrest.
Reporters Without Borders has produced this handbook to help them, with handy tips and technical advice on how to to remain anonymous and to get round censorship, by choosing the most suitable method for each situation. It also explains how to set up and make the most of a blog, to publicise it (getting it picked up efficiently by search-engines) and to establish its credibility through observing basic ethical and journalistic principles.
