'Annan to praise SDF dispatch'

U.N. Secretary General Kofi Annan, who is in Japan for discussions with Japanese officials, is expected to praise the dispatch of the Self-Defense Forces to Iraq in his speech to the Diet on Tuesday, The Yomiuri Shimbun learned Saturday.

Annan arrived in Japan on Saturday. He plans to meet with Foreign Minister Yoriko Kawaguchi on Sunday and Prime Minister Junichiro Koizumi on Monday to exchange views about the political process for the transfer of power in Iraq to Iraqis, the state of international support for reconstruction in that country and U.N. reforms.

According to the Foreign Ministry, Annan also will meet with the Emperor on Monday and will make his first speech to the Diet as U.N. secretary general before leaving for New York on Wednesday.

It is Annan's first visit to Japan since January 2002, when he attended an international donors conference in Tokyo on Afghanistan's reconstruction.

Sources said Annan would clearly mention the "SDF dispatch to Iraq" in his speech to the Diet, without resorting to abstracts such as a "manpower contribution to Iraq."

The United Nations was considering how to best express in the speech an evaluation of the SDF dispatch to Iraq, the sources said. But Annan will likely refer to the SDF dispatch to Iraq together with a series of Japanese support measures, including its pledge of 5 billion dollars in financial support to Iraq to help with reconstruction there, placing a high value on Japan's total contributions to the country.

The U.N. side intends to complete the final draft of Annan's speech after a briefing from the Japanese government in a meeting between Annan and Kawaguchi on Sunday. As information supplied by the Japanese side must be translated into English for Annan's benefit, the exact wording of his speech will not be decided until Tuesday, the day of the speech, the sources said.

Annan has criticized the Iraq war as a violation of international laws because the U.S.-led forces launched a strike on Iraq without the support of other members of the U.N. Security Council. In addition, he has not officially expressed "gratitude" to U.S.-led coalition forces stationed in Iraq and has remained cautious in his approach to Iraq problems.

In light of this, Annan's praise of the SDF dispatch to Iraq in his speech means that the United Nations has high hopes for Japan's aid in the reconstruction process.

Opposition parties also are paying close attention to Annan's visit in an effort to gauge how the U.N. secretary general feels about the SDF dispatch to Iraq.

Opposition party leaders, including Minshuto (Democratic Party of Japan) leader Naoto Kan, have sent letters to Annan asking for an explanation of the United Nations' stance on the SDF dispatch to Iraq.
