AFPの22日の記事によれば、

ベーカー特使は、この前ヨーロッパ・日本を回ってイラク債務を1200億ドル軽減してきた。今度は湾岸4カ国を回って500億ドル分軽減してきたらしい。ただし、クウェートは、湾岸戦争の賠償金分370億ドルは軽減するつもりはないそうだ。

ともかくますますイラク人はベーカーには恩義を感じていいはずだ。(笑い)

Baker wins over Gulf pledges to waive substantial Iraq debts

DUBAI (AFP) - The oil-rich Gulf monarchies, owed some 50 billion dollars by neighbouring Iraq (news - web sites), pledged this week to waive at least a substantial amount of the debts after "successful" talks with US special envoy James Baker.

After securing promises from a number of European and Asian countries to ease Iraq's crippling 120-billion-dollar debt burden, Baker made a whirlwind tour of four Gulf states to win over promises of writing off owed funds, despite their apparent reluctance to make financial concessions to Iraq.


"The mission in the four countries was very successful," a US adminstration official told AFP late Wednesday in Saudi Arabia, the last stopover on Baker's tour which also took him to Kuwait, the United Arab Emirates (UAE) and Qatar.


Regional heavyweight Saudi Arabia, wary of the political and security situation in Iraq and experiencing a setback in relations with the United States post 9/11, promised to negotiate a "substantial" reduction of the estimated 28 billion dollars it is owed by Iraq.


Crown Prince Abdullah bin Abdul Aziz told US President George W. Bush (news - web sites)'s envoy that Riyadh was ready to "enter into negotiations with other principal Iraqi creditors to substantially reduce the Iraqi debt," said Foreign Minister Prince Saud al-Faisal.


"The results of these negotiations would have to be endorsed by the internationally recognised Iraqi government, hopefully in 2004," he said.


The US administration official, speaking anonymously, said Saudi Arabia's pledge was "a significant step forward."


Kuwait, invaded by former Iraqi president Saddam Hussein (news - web sites)'s forces in 1990 and occupied for seven months, also promised a substantial reduction in Iraq's estimated 16-billion-dollar debt to the emirate.


Washington's staunchest ally in the Gulf, which served as the main launchpad in the US-led invasion of Iraq last year, made the promise even as members of its parliament warned against making any major financial concessions to their Gulf War (news - web sites) foe.


Unlike other Gulf Cooperation Council nations, Kuwait has an outspoken elected parliament that must approve any decision to grant or waive loans to other nations.


"The state of Kuwait will strive with other countries to achieve a significant reduction of Iraq's debts in the course of this year, provided this is approved by the country's constitutional institutions (parliament)," said Prime Minister Sheikh Sabah al-Ahmad al-Sabah.


He said Kuwait is prepared to negotiate on the issue, the result of which "should be acceptable to an internationally recognised new Iraqi government."


But Sheikh Sabah made clear that the waiving of any Iraqi debt "does not include war reparations" claimed by Kuwait from its former occupier, while Foreign Minister Sheikh Mohammad al-Sabah said the reparations issue was not discussed with Baker because it "is governed by UN resolutions."


Kuwait has filed compensation claims worth 170 billion dollars to the UN Compensation Commission, which has already approved some 37 billion dollars in payments and actually paid about nine billion.
