In his nationally televised address from the House of Representatives chamber, Bush identified Iraq, Iran and North Korea as attempting to develop weapons of mass destruction, calling them "an axis of evil, arming to threaten the peace of the world."
"As we gather tonight, our nation is at war, our economy is in recession, and the civilized world faces unprecedented dangers. Yet the state of our union has never been stronger," he said, prompting cheers and a standing ovation from the members of Congress, top military brass and other dignitaries gathered to hear the address.
Top aides said Bush's mention of Iraq, Iran and North Korea did not mean they were next on the list of targets. They were listed because they are the most advanced in developing weapons of mass destruction, the aides said.
"The United States of America will not permit the world's most dangerous regimes to threaten us with the world's most destructive weapons," Bush said.
He forecast a long war: "This campaign may not be finished on our watch -- yet it must be and it will be waged on our watch."
