「Palestinian forces deployed in northern Gaza」

Over 1,000 Palestinian Authority policemen spread out, as of Friday morning, along the seam line of the northern Gaza strip in an attempt to halt Kassam and mortar attacks.

The actions come following an agreement with Defense Minister Shaul Mofaz, according to which nine armed battalions of the Palestinian security forces are to patrol Beit Hanun, Beit Lahiya and Khan Yunis, and to set up roadblocks and checkpoints.

In addition, a special unit will be stationed at the Karni crossing, in northern Gaza.

Maj.-Gen. Sa'eb el-Ajez, head of the Palestinian police force in Gaza, said his men will not be involved in the arrest of terrorists, nor are they ordered to open fire on those launching rockets. "We understand that we will not be 100 percent successful in stopping them," he said, "but at least we are out there."

His men, Ajez said, "are used to fighting criminals and there is no consensus among the men," whether or not the rocket launchers are criminals. "The vote for [Mahmoud Abbas] is a mandate that the rockets are bad, but the people have not really decided yet.

"Ours are good soldiers and they will fight orders. They live here too, but they might not be motivated to have all the rejectionists stop firing," he said.

The Palestinian Authority has expressed optimism that its new measures will yield positive results. If they are successful, forces will be able to act throughout the whole Gaza Strip to prevent attacks, and then act in the West Bank as well, to aid in the disengagement, officials said.

PA minister Sufian Abu Zaida expressed a tinge of concern about the Palestinians' abilities to act discerningly. He said that Abbas has good intentions, but there would be trouble if innocents get killed.

"If, in the case of a misidentification, someone gets killed by a mortar, or a missile, or a Palestinian policeman, I'm telling you, this could ruin the whole thing and bring us back to a bad situation," Abu Zaida told Army Radio.

In addition to agreeing to allow the deployment of Palestinian forces, Mofaz announced Thursday night that the Rafah crossing will be reopened for Palestinians coming from Egypt. The crossing has been closed since the attack on a nearby IDF post on December 13.

Meanwhile, Palestinian Authority Chairman Mahmoud Abbas will continue meetings with Hamas on Friday to try and reach a hudna (ceasefire).

The organization did not negate the possibility of reaching a cease-fire in the near future.

Hamas has demanded certain preconditions for a cease-fire, however, that include a full halt to IDF operations in the territories, the freeing of Palestinian prisoners, and a retreat to the pre-Intifada borders.

Abbas is also using the "carrot-and-stick" approach in his negotiations, showing the terrorist groups he is serious about implementing his policy of ending violence with measures on the ground, while offering political participation, Palestinian sources said
