Arafat fight over Cabinet dashes peace hopes

Mr Abbas, who has been courted as a partner for future negotiations by the United States and Israel, has threatened to resign unless his Cabinet is approved. He said yesterday that he would step down unless Mohammad Dahlan, 41, was put in charge of the security services, a role that would involve confronting militants who attack Israel.

Palestinian sources said that the issue was deadlocked and that time was running out for Mr Abbas, also known as Abu Mazen. Standing firm over Mr Dahlan was a key test of Mr Abbasユs credibility, they said.

Raanan Gissin, Mr Sharonユs spokesman, said: メContrary to Arafat, Abu Mazen is against terrorist activity and against what is euphemistically called the armed intifada. If Arafat is going to put in another leader, itユs going to be a non-starter. And whatユs going to be the main victim? The road map. If itユs someone who is going to continue the present Palestinian policy, that gives us no option but to continue with our present policy.

メThis whole process could have been much shorter and the Palestinian people would have been stronger in pressuring Arafat if it wasnユt for the Europeans, who keep giving Arafat legitimacy by coming to see him and giving him light at the end of the tunnel.モ

アラファトと新首相の組閣人事をめぐる攻防が泥沼化。
シャロンのスポークスマンは
「アラファトのせいでロードマップは流産するだろう」と発言。

解説すると
パレスチナ新内閣が発足したところでアメリカがロードマップを発表
→交渉 　 という流れが予定されていたが、
シャロン内閣としては、入植地の凍結を含むロードマップの草案を受け入れにくく、
かねてからロードマップを撤回させたいと目論んでいた。
しかし、声高に反対を唱えると、国際世論（とくに米）を敵にしてしまうため、
悩ましいところだったが、
こともあろうに、アラファトのおかげで
パレスチナ新内閣の発足が難航し、新首相は辞任に追い込まれそうになった。
これで交渉の開始が遅れることになり、
アメリカ政府らの熱気も大幅に冷めそうで、
シャロンは感謝感激といったところか。

なお、アラファトがダ−ラン氏の入閣をかたくなに拒む理由については諸説あるが
有力なのは
「テロを止めろ」と何度もアメリカから圧力をかけられてきたアラファトは、
口頭ではテロを非難するものの、交渉を有利にする道具として、
また民衆の支持をつなぎ止めるために、実際には野放しにしてきた。
ところがダ−ラン氏が治安機関の責任者に就任して、テロが停止してしまえば
（ダ−ラン氏には可能かもしれない）
アラファト自身の国際的な権威が失墜してしまう。それを避けたいから。
という説。

もしその通りだとしたら、かなりいっちゃってるね。
