Although U.S. officials had hoped that Israel would have ended its invasion by the time Powell arrived, he said he considered it progress that Sharon finally gave him a schedule for completing the operations. Israeli officials said they are seeking to uproot the "infrastructure of terrorism" in the West Bank.
"Even though it wasn't as quickly as we would have liked, it is now, according to what the prime minister has said to me and said publicly, it is underway," Powell said. Noting that Israeli forces continue to move into additional Palestinians areas, he added, "There are questions about it because there are reentries into villages and then out again, and it's not always easy to track it, and there are questions with respect to the positioning of the [Israeli army] as it comes out."
Sharon has said he plans to withdraw soldiers from the West Bank towns of Jenin and Nablus within a week. Israeli troops are likely to continue occupying Bethlehem and Ramallah until the standoffs between Israeli and Palestinian forces in those cities are resolved.
In his remarks to reporters, Powell said the United States would be resuming its security contacts with Arafat's administration in the coming days to assess the Palestinians' capability to enforce a cease-fire. He said U.S. officials would be developing specific standards to assess whether the Palestinians were cracking down on militants and would be urging Arafat to have his security services resume cooperation with Israel.
CIA Director George J. Tenet is likely to visit the region shortly to assess the state of the Palestinian security forces and how they can be rebuilt, according to U.S. and Palestinian officials.
But a senior State Department official said, "Tenet can't go in to assess their capacity until the Israelis have finished destroying it."

"As the spring thaw comes, we expect cells of trained killers to try to regroup, to murder, create mayhem, and try to undermine Afghanistan's efforts to build a lasting peace," Bush said. "We know this from not only intelligence but from the history of military conflict in Afghanistan. It's been one of initial success followed by long years of floundering and ultimate failure. We're not going to repeat that mistake."
Bush issued a new warning to the "axis of evil" ・rogue states he has previously specified as Iraq, Iran and North Korea. He did not name them today but said, "In their threat to peace, in their mad ambitions, in their destructive potential, and in the repression of their own people, these regimes constitute an axis of evil, and the world must confront them."
