Five Palestinians and two Israeli soldiers were killed Friday as Israeli forces took over Ramallah. Also, 25 Palestinians were wounded and 60 detained.

Israel said it had no plans to harm or arrest Arafat, but wanted to isolate him. He scoffed at the assurances of his safety.

Despite the violence, the White House said envoy Zinni would continue his mission trying to forge a cease-fire.

Secretary of State Powell said Israeli Prime Minister Ariel Sharon had promised him Israel will not harm or capture Arafat, but does intend to isolate him.

Powell urged Sharon to use restraint and consider the consequences of escalation. But he added: "Let's be clear about what brought it all to a halt ・terrorism," and called on Arafat to put a stop to violence.
